Lucknow: The Election Commission of India (ECI) has launched the de-novo preparation of electoral rolls for Graduates’ and Teachers’ constituencies in Uttar Pradesh, ahead of the 2026 biennial elections to the State Legislative Council.The rolls will be prepared with reference to Nov 1, 2025, as the qualifying date, covering key constituencies like Lucknow, Varanasi, Agra, Meerut, Allahabad-Jhansi, Bareilly-Moradabad and Gorakhpur-Faizabad. To ensure the integrity and smooth execution of this process, the ECI has imposed a strict ban on the transfer or posting of officials involved in the electoral roll preparation. This includes district magistrates (DMs) and sub-divisional magistrates (SDMs) in 72 districts of Uttar Pradesh. Additionally, divisional commissioners of Meerut, Agra, Varanasi, Jhansi, Bareilly, Lucknow and Gorakhpur will not be transferred without prior approval from the commission until Dec 30. This directive excludes Kanpur Nagar, Kanpur Dehat and Unnao. The ban also applies to electoral registration officers (EROs), assistant EROs, and booth level officers (BLOs), whose continuity is considered essential for maintaining the quality and accuracy of the electoral rolls. As per the official schedule, the last date for submission of applications for inclusion in the rolls is Nov 6. The draft rolls will be published on Nov 25, followed by the final publication on Dec 30, 2025. The commission has also emphasized the importance of data privacy. Submission of Aadhaar numbers is voluntary, and any such data must be masked in public records to prevent misuse.
